A recent report from the BBC gave an example of East Suffolk District Council using it's powers under Sec 91 Local Government Act to mitigate problems being experience in some Parishes .

The report says that due to internet problems, some Councillors had to stand down in the summer leaving insufficient member numbers for the councils to conduct their business.

East Suffolk Council leader Steve Gallant is quoted in the BBC report as saying : "There is a need for this council to make temporary appointments under Section 91 of the Local Government Act 1972, so Knodishall Parish Council and Sutton Parish Council are quorate and can transact business."
